You may have missed the EPA's plan to roll back on some PFAS rules


The 4 ppt limit for PFOA and PFOS didn't change, only the compliance deadline did.
A plan to regulate PFAS in sewage sludge got dropped for optional guidance instead.
Other PFAS chemicals like PFHxS, PFNA, and GenX could soon lose their federal limit entirely.
Every time you swim in a pool, you're getting about 1 to 3 parts per million of chlorine touching your skin. By itself, that chemical can actually burn you. But you're just fine when you get out. Why? Because public swimming pools are legally only allowed to hold that much.
The same goes for your drinking water. It contains a very tiny amount of Perfluorooctanoic Acid (PFOA) and Perfluorooctane Sulfonic Acid (PFOS), chemicals that are linked to cancer and liver damage. Something everyone drinks every day.
So why aren't there more cases of this linked to drinking water? That's because your drinking water is only legally allowed to contain 4 parts per trillion (ppt), an amount so small it's one of the tightest limits ever set for a water contaminant.
That limit hasn't moved since 2024. But in May 2026, the Environmental Protection Agency (EPA) proposed something else. Here's where you should start paying attention, and worth knowing upfront: none of it is final yet.
PFOA and PFOS aren't natural, they're manmade. This means they usually come from:
Firefighting foam, sprayed for decades at airports and military bases, some of the most contaminated sites in the country
Factory wastewater, from plants that make or use these chemicals every day
Landfill runoff, as old waterproof and nonstick products break down and leach into the ground
They start in your groundwater that later gets treated and filtered into your tap. But they're so incredibly tough to break down that some of it still makes it into your drinking water. That toughness comes from PFOA and PFOS being part of a larger chemical family called per- and polyfluoroalkyl substances (PFAS).
This is the same family behind everyday products like nonstick pans and waterproof jackets, known for repelling water, oil, and heat. That's the reason why the whole family can also be called "forever chemicals."
While these chemicals in small amounts like 4 ppt in drinking water aren't going to hurt anyone right away, they're difficult to break down and flush out of your body, so exposure can build up over time. And that's where it becomes a problem.
Using its authority under the existing Safe Drinking Water Act (SDWA), the EPA finalized that 4 ppt limit for PFOA and PFOS back in April 2024.
But on May 18, 2026, the EPA proposed some rule changes:

The first would extend the PFOA and PFOS compliance deadline for that same 4 ppt limit, from April 2029 to April 2031.
These next two changes are even bigger, and why this needs to be talked about:
Other PFAS compounds such as PFHxS, PFNA, and GenX (also called HFPO-DA) could stop being measured under federal law entirely, if the EPA's proposal goes through.
A separate plan to finally add a PFAS limit for sewage sludge spread on farmland got shelved in favor of voluntary guidance instead.
Take note, none of this is officially locked in yet. These proposed rules were announced May 18, 2026, and the public comment period just closed July 20, 2026. The EPA is still reviewing everything before any of it legally takes effect.
PFOA and PFOS get most of the attention, but they're not the only PFAS worth worrying about. PFHxS and PFNA come from many of the same sources. GenX was supposed to be the safer replacement for PFOA, until it turned out to be just as dangerous. Now, all three could lose their federal limit, which can turn into a real health risk if it happens.
But why? Is it because extensive research was done to clear this off the list of hazards? No. The reason the EPA wants to stop measuring them is a paperwork technicality.
The SDWA says the EPA has to formally decide if a chemical needs regulating, then propose the limit within 24 months. The Biden administration didn't hit that window for these chemicals, and that's the reason being used to try to roll back their limits now.
Again, nothing here is locked in. PFHxS, PFNA, and GenX are still federally regulated today. A federal court has already blocked the EPA from pulling their limits early while a related lawsuit plays out, and public comment on the proposal closed July 20, 2026. The EPA still has to review that feedback before any final rule takes effect.
Since 1993, a federal rule called 40 Code of Federal Regulations (CFR) Part 503 has set limits on ten pollutants allowed in sewage sludge used as fertilizer. PFAS was never one of the ten, but there were talks of adding it as the 11th.
In 2025, EPA research found PFAS-contaminated biosolids could raise farmers' cancer risk, finally giving the agency a real reason to regulate it. That's on top of an existing lawsuit, led by Maine farmers, arguing the EPA has failed for decades to regulate PFAS in sludge at all.
But in 2026, it didn't happen. The EPA said the underlying research had serious flaws, like:
The original assessment skipped doing an actual nationwide survey
It assumed the worst-case scenario, not what would happen day-to-day
So now, farmers have to research their suppliers themselves, instead of relying on a legal limit the EPA would've enforced.
PFAS's resistance to water, oil, heat, and stains, all rolled into one chemical property, is the single trait almost every industrial use comes back to. But that same property comes with real chemical safety concerns. Here are some industries affected by the new changes:
Metal finishers and chrome electroplating facilities: PFAS gets added to chrome plating baths to suppress toxic fumes from getting in the air, but that same chemical can end up in wastewater. The Clean Water Act will decide how much is allowed, with new discharge limits expected sometime in 2026-27.
Landfill operators: Almost everything with PFAS in it eventually gets thrown out, which makes landfill runoff (leachate) one of the most PFAS-contaminated wastewater streams around, and worth watching closely.
Wastewater treatment and agricultural operations: The EPA's biosolids guidance is optional, not required, but that doesn't mean the risk goes away. States like Michigan, Wisconsin, and Virginia already run their own pretreatment programs, and lawsuits over PFAS contamination in biosolids are already happening, even without a federal rule forcing anyone's hand.
Consumer product manufacturers: Cookware makers, textile and apparel companies, and food packaging producers all use PFAS coatings for water, oil, or grease resistance. While not as high impact as PFAS-producing chemical plants, their supply chains still fall under PFAS reporting rules.
